The Launching Ceremony of the UN-Spain MDG Achievement Fund Joint Programme on Safer Food Promotion for Children(Safety Control on Child Food Production and Processing) was held in Kunming, capital of Yunnan Province and Guiyang, capital of Guizhou Province, September 28. It’s part of the China Child Nutrition and Food Safety Programme, with the two provinces selected as the pilot areas. Present at the launching ceremony were officials from the United Nations Industrial Development Organization (UNIDO), the International Labor Organization(ILO), the AQSIQ, the State Administration of Work Safety (SAWS), China National Institute of Standardization (CNIS), Yunnan and Guizhou provincial governments and quality supervision agencies, and enterprise representatives.
The AQSIQ and the UNIDO are responsible for implementation of the programme in the pilot provinces. It’s the first time that the AQSIQ participates in UN-assisted projects in China after its founding. The programme will last for three years, aiming to improve the food safety control and management level of child food producers and testing institutions, and promote and ensure child food quality and safety in the pilot provinces through training and capability building initiatives.
The major work involved include: Helping the child food producers to establish HACCP system; Strengthening standardization and management of testing labs, and improving their testing abilities; Enhancing the food quality and safety supervision personnel’s management and practical operation abilities; Carrying out research and putting forward management plans and suggestions on policy-making to enhance child food industry’s production and inspection level. It’s learned that the pilot units are: Yunnan Yuxi Comprehensive Technical Testing Center, Yunnan Dali Dongya Milk Co.,Ltd., Guizhou Zunyi Meiling Food, Guizhou Zunyi Product Quality Inspection and Testing Institute, Guizhou Anshun Erfu Food Co., Ltd., and Guizhou Anshun Quality Inspection Institute.
The Millennium Development Goals (MDGs) are eight goals that all UN member states have agreed to achieve by the year 2015. Chinese Premier Wen Jiabao, when addressing the UN Summit on the Millennium Development Goals on September 22, stressed that "China, an active and sustained supporter of the UN initiative, has made tireless efforts to reach the MDGs, and attained substantial achievements. China will lay greater emphasis on poverty alleviation, and we are convinced that the MDGs will be achieved as scheduled on the vast land of China.” With the joint efforts made by the AQSIQ and the UNIDO, the programme will help enhance food safety control and inspection level in the remote areas of China, promote and ensure safer food production for children in pilot areas in an all-round way, and effectively improve China’s food safety management and control capability.
